World's largest off-grid solar microgrid starts commercial operation

Red Sea Global and ACWA Power declared commercial operation of a 358 MWac solar plant with 1,227 MWh of batteries running an entire destination off-grid, starting a 25-year concession.
Saudi Arabia's Red Sea destination is now running commercially on an off-grid solar and battery system. Red Sea Global and ACWA Power announced the Project Commercial Operation Date on 7 September 2026, starting a 25-year concession. The network combines roughly 340-358 MWac of solar PV with about 1,227 MWh of batteries and supplies power, water, cooling and waste services with no connection to Saudi Arabia's national grid.

What grid-forming storage does that ordinary storage does not
A battery on a national grid is a follower. It measures a frequency that thousands of megawatts of synchronous plant are already holding at 50 Hz and injects or absorbs power around it. If the reference disappears, the battery trips. That is grid-following control, and it is what almost every commercial battery in the Gulf does today.
The Red Sea network has no such reference. There is no transmission line to the Saudi national system, so the inverters themselves have to establish voltage and frequency and then defend them while cloud cover, resort load and desalination pumps all move independently. That is grid-forming control. Project disclosures state the system has demonstrated black-start - restarting the whole network from zero without external power - and fault-ride-through during operation.
The 112.5 MW of internal-combustion backup is the honest part of the specification. A destination that cannot lose its cooling or its water supply does not bet everything on a battery state of charge, and nobody involved has claimed otherwise. The design goal is renewable energy round the clock in normal operation, with thermal generation as insurance.
Why the heat and the salt matter here
Two things about this site are harder than the headline capacity suggests. The first is temperature. Lithium-iron-phosphate cells lose calendar life quickly above about 35 degrees, and the Red Sea coast spends months there, so the thermal management system runs continuously and consumes energy the plant would otherwise sell. The second is the coastal air. Salt spray and humidity attack enclosures, busbars and connectors in ways that inland desert projects like Mohammed bin Rashid Solar Park never see, which drives higher-grade corrosion protection across the balance of plant.
Soiling is the third variable and the one with the clearest cost. Dust behaves the same way here as it does across the Gulf, and the cleaning schedule is a real line in the operating budget rather than an afterthought - the same arithmetic we set out in our note on пыль и загрязнение в ОАЭ.

This is the most useful data point the Gulf storage market has produced in two years, and it is being reported for the wrong reason. The record is not the interesting part. The interesting part is that a grid-forming battery has now run an entire utility network, in Gulf heat, through summer, for three years, with the operating history to prove it.

You are grid-connected under Shams Dubai, you export surplus and you draw at night, so you need neither islanding nor grid-forming inverters. What it does change is the argument that batteries in Gulf conditions are unproven. Proven technology and worthwhile investment are two different questions.
- For a warehouse, hotel or factory operator: this is the closer analogue. If your site carries chillers, cold storage or process load that cannot be interrupted, the control technology validated here is exactly what a hybrid commercial and industrial system would use for seamless transfer to island mode. We would treat that as newly credible for large sites, and still ask for the operating data rather than the datasheet.
- For an investor or EPC: note what the structure actually is. Red Sea Global buys services and does not own the assets; the risk sits with the project company under a 25-year concession with PIF-backed offtake. That is a utility concession, not a solar investment, and it prices differently. Where we would push back: "world's largest" is doing a lot of work in the coverage and it is a category with one entrant. Off-grid battery installations of this size are rare because almost nobody builds a city without a grid. The genuinely transferable lesson is narrower and more valuable - islands, remote mine sites, and new industrial zones where extending transmission costs more than building generation. We would also flag what has not been published: no availability figures, no round-trip efficiency, no degradation data after three years of operation. Until those appear, this is a strong engineering reference and not yet a benchmark anyone can underwrite against.
