US bans Chinese inverters and BESS from the grid

A US executive order signed on 26 August 2026 bans imports of grid-connected inverters, transformers and battery energy storage systems from 24 sanctioned countries, China foremost. President Trump declared a national emergency over foreign-made power equipment. The order applies only to gear touching transmission lines of 69 kV or above, and is not yet in force.

Nothing is prohibited on signature. A transaction is barred only after the Department of Energy determines that the specific equipment poses an unacceptable risk. Law firm Norton Rose Fulbright, quoted by PV Tech, expects DOE may publish a white list of pre-qualified vendors or license individual utilities, and noted the department could go further and require equipment already installed to be isolated, monitored or removed.
Why inverters, and why now
The inverter is the only grid-facing component of a solar plant that takes instructions. It sets voltage and frequency response, it can curtail or trip a plant, and in almost every modern fleet it phones home to the manufacturer for monitoring and firmware. That combination — remote control plus remote update — is what turns a power-electronics box into a cybersecurity question.
This is not an isolated move. The FCC banned foreign-made inverters from US power plants in July 2026; the August order is broader, sweeping in transformers and BESS. Trump attempted a comparable order in 2020 that was never fully implemented. Norton Rose Fulbright observed that the 2020 attempt produced a modest short-term pullback from Chinese equipment and prompted some construction lenders to demand cybersecurity audits — a useful base rate for what to expect this time.
Firmware integrity is not a US-only concern. We covered the same theme from the residential side when Hoymiles shipped a security fix for its inverters on 30 August. The difference is that a rooftop inverter fault costs one household a day of yield, while a coordinated fault across a transmission-connected fleet is a grid event.
The SOLTECH view
Read this as a supply-chain event, not a technology verdict. No regulator has published evidence that a specific Chinese inverter model was compromised; the order rests on capability and on who controls the vendor, not on a demonstrated incident. We think that distinction matters and it is routinely blurred in coverage.
For a villa owner in the UAE: this has no effect on you, and we are not going to pretend otherwise. Your inverter sits on a 400 V distribution connection, roughly two orders of magnitude below the 69 kV threshold, in a country the order does not reach. Choose your inverter on warranty terms, local service presence and DEWA eligibility, not on Washington's threat model. If anything, the second-order effect is mildly in your favour: manufacturers with less US utility-scale volume to serve have more reason to compete on price and support here.
For an investor: the risk being repriced is vendor concentration. A single-vendor inverter or BESS fleet is now exposed to a policy decision in a market the asset may not even sit in — resale value, refinancing and insurance terms all inherit that. Norton Rose Fulbright's note that 2020-vintage financing documents may still push responsibility for offending equipment onto developers is the practical warning: check the equipment clauses in existing agreements before signing new ones.
For an EPC contractor: expect procurement questionnaires from clients that were not there last year — vendor ownership, firmware update path, whether remote access can be disabled without voiding warranty. Build the answers into your tender pack now. On pricing, the honest position is that we do not know: Chinese makers losing US utility-scale volume may redirect it to MENA and soften prices, or may simply cut output. We will report the direction when order books show it, not before.
Where we part company with the framing: banning a supplier does not secure a grid. An inverter fleet from an allied country with the same remote-update architecture carries the same technical exposure. The durable fix is contractual and architectural — segmented networks, signed firmware, audited update paths, an operator-side kill switch — and none of that is in this order.
