DEWA solar approval in Dubai now runs through a single digital gate. DEWA said on 4 August 2026 that usage of its Hab-Reeh self-assessment platform grew 17% in the first half of 2026 versus the same period of 2025, and that compliance of submitted designs with power quality standards reached 100%. For a villa or warehouse owner, that means fewer rejected drawings and a shorter path from quote to meter.
What is Hab-Reeh, and what does it actually check?
Hab-Reeh is DEWA's smart platform for self-assessment of PV system designs under the Shams Dubai programme. Its specific job is harmonic assessment. Abdulla Al Aghbari, Acting Executive Vice President of Power and Water Planning at DEWA, said the platform lets consultants and contractors verify compliance with power quality standards before submitting designs for approval, and that it is particularly effective at assessing harmonic emissions — the electrical distortion that inverters can inject at customer premises and that degrades network power quality.
This is not a formality. Harmonics are the single most common technical reason a rooftop design gets sent back. Checking them before submission, rather than after a DEWA reviewer finds them, is the whole point of the tool.
Why the approval step got faster in 2026
DEWA has integrated Hab-Reeh with its Getting Solar Permits and Connection service. Consultants and contractors now complete the harmonic self-assessment and submit the design approval through a single process rather than two. DEWA states the integration is designed to reduce time, effort and cost.
The platform also offers unlimited design options built from combinations of solar inverters selected from DEWA's list of approximately 180 approved models. In practice that means a contractor can test several inverter configurations against the power quality rules before committing to one — useful on commercial and industrial roofs where string layouts are rarely simple.
How big is Shams Dubai now?
Shams Dubai had connected more than 725 MW of rooftop PV across 8,430 buildings to DEWA's distribution grid as of June 2025. In 2024 the programme handled more than 1,700 solar connection requests, a 30% year-on-year increase, and 111 certified companies were authorised to design and install under the framework. DEWA has not published an updated capacity figure alongside the August 2026 Hab-Reeh announcement, so treat 725 MW as the last confirmed number rather than the current one.
What this changes for a building owner
Three practical consequences.
- Ask which enrolled company is signing the design. Hab-Reeh is a contractor tool, not an owner tool. Your leverage is upstream: confirm the company appears on DEWA's enrolled solar PV contractors and consultants list before you sign anything.
- Ask which inverter model is quoted, by name. If the model is not on DEWA's eligible equipment list, the design cannot pass Hab-Reeh and the project stalls at approval. A quote that names only "5 kW inverter" is not a quote.
- Do not read faster approvals as a reason to skip diligence. The regulatory bottleneck is shrinking; the engineering one is not. Sizing against your actual DEWA tariff slabs still determines whether the system pays back, and no platform checks that for you.

Saeed Mohammed Al Tayer, MD and CEO of DEWA, framed Hab-Reeh as part of an investment programme in technologies that streamline the work of contractors, consultants and strategic partners and support the net-zero transition. DEWA also notes that Hab-Reeh received a seven-star rating at the International Best Practice Competition. The direction of travel is consistent: Dubai is removing paperwork friction from rooftop solar rather than changing its economics — the process gets shorter, the tariff maths stays the same.
